The gram package requires skiplists, so despite the fact that skiplists tests currently crash on Windows with --gc:arc, we can confirm that gram is satisfied and thus skiplists is at least fit for purpose.
I'd like to use balls to test everything, and perhaps as little as possible, if that makes any sense. That is to say, if weave passes tests, we know we don't need to test synthesis. We can do the dependency calculation across the entire distribution and ideally add tests to the packages that need to test their dependencies more fully.
If necessary to exercise corner cases, we can also add tests in the distribution itself, but these should probably be avoided if possible.
