Ensure all functions in cfe_psp.h have a stub routine defined

It is possible (or even likely?) that the set of stub functions in the stub library is not complete.

Describe the solution you'd like
Before next release should do a check to make sure all functions defined in cfe_psp.h have a stub implementation defined as well as the normal/real one.

Really should convert to the stub/handler pattern now implemented elsewhere. Discussed relative to #313 and #314.
