Does this need to be limited to npe2 plugins? As noted this is not simple to know prior to installation. Maybe I'm unclear on the meaning of the warning but for example I can uninstall napari-console and still bring up the console if I don't restart napari.

It seems like good advice to restart when either installing or uninstalling any package. For example if a mutual dependency is updated as part of an installation the new version will not be imported, right?

That's an excellent point. I don't like the current popup mechanism (it gets in the way; the user has to dismiss it every time to recover focus). So maybe a more general message in the UI is enough? We can cover that in a different PR though, since this is getting quite large now.

As I understand, we plan to drop npe1 plugins in the next release so it will solve standalone.
