Heroku cedar stack is deprecated/EOL -- April 2019.

Heroku-18 (default) | Ubuntu 18.04 | April 2023 | Learn more
Heroku-16 | Ubuntu 16.04 | April 2021 | Learn more
Cedar-14 (deprecated) | Ubuntu 14.04 | April 2019 | Learn more

We should update the stack to Heroku-18.

I can work on this one. I have a test app already running on Heroku-18 here and haven't run into any issues.
