To comply with the MIT/Apache licence, it is required that the redistributed sources contain a copy of the licence text. Currently, the crates.io crates for the mentioned packages do not contain these required licence files.
This presents an issue for any projects such as Linux distributions that wish to package the crate, as well as other cases.
It is sufficient to include symbolic links in the relevant crate subdirectory (i.e. LICENSE-APACHE -> ../LICENSE-APACHE and LICENSE-MIT -> ../LICENSE-MIT) for the files to be included when running cargo package / cargo publish - full copies are not necessary (unless you're running cargo publish on Windows, which does not support git symlinks correctly, as far as I know).
