Can't see history as a new user in an encrypted room, with room setting "visible for all participants"

Bug Description

When accepting an invitation from fluffychat in these conditions:

• an invitation to an encrypted room with a chat history
• with the history setting: "visibile for all participants" active since the creation of the room

Then history is not visible, but wil appear with a "cant decrypt".

If accepting the invitation from element first, then it becomes visible in fluffychat afterwards. Assuming verified sessions.

Same issue, now fixed, in element: matrix-org/matrix-react-sdk#8563

Steps to Reproduce

1. create an encrypted room with "visible for all participants" (fluffychat), or "Members only (since the point in time of selecting this option)" in element
2. write some messages
3. invite fluffyuser1 (from element, did not try from fluffy)
4. accept invitation from fluffychat
5. can't see messages written in step 2.

Expected Behavior

Fluffychat should be able to decrypt the historical messages as the historical keys are shared in the situation described.
