I want to perform logical operations NOT and AND in the send list menu

It's already possible to perform OR operation on 2 lists, by adding both lists to the send lists:

Having the NOT and AND logical operators will enable to compose lists quickly, and make customized campaigns more easily

For example Mailbluster has a similar feature:
