Loading metadata from one dir ignores parent level IPs

Tested using RODA-In 2.3.1.

To replicate

1. Prepare a dir with one file.
2. Prepare metadata for the dir and the file using the dir and file name respectively with a .xml extension. Put them in a separate dir.
3. Association method: One classification scheme from folder structure
4. Metadata method: Load from one directory

The file IP (child) loads the correct metadata. The dir IP (parent) does not load its metadata, instead it gets autogenerated boilerplate metadata from RODA-In.
