Add Shipping Notice (배송메모) field

Is your feature request related to a problem? Please describe.
In order to improve the shipping experience, it would be interesting to add a "Shipping Notice" (배송메모) field as we can find on most Korean sites.

Describe the solution you'd like
By default, a similar field exists in WooCommerce but it prompts the user to type the note. This new field would prompt to select an "option" from a list, such as:

• Please contact me before delivery (배송 전 연락 바랍니다)
• Leave the package to the security office (경비실 에 맡겨 주세요)
• Please put the package in front of my house (집앞 에 놔 주세요)
• Please put the package in the delivery box (택배 함에 놔 주세요)
• If I'm not home, please call me (부재시 핸드폰 으로 연락 주세요)
• Please leave the package at the security office in case I'm away (부재시 경비실 에 맡겨 주세요)
• Please put the package in front of my house in case I'm away (부재시 집 앞에 놔주세요)

Of course, the list could be edited with a hook filter to allow plugins & theme to modify it.
