Localization pull requests missed when creating 2.397 changelog

Jenkins weekly 2.397 changelog

What Operating System are you using (both controller, and any agents involved in the problem)?

I'm running macOS/linux, not sure if that matters in this case.

Reproduction steps

Initial and subsequent commits in the pull request did not catch/bring over 2 localization pull requests that were indeed merged in Jenkins core.

The 2 pull requests that were missed are:

• Add missing Turkish translations for plugins management page jenkins#7767
• Add missing Turkish translations for tools management page jenkins#7762

These are both Turkish language translations/additions, but for some reason these were not included in the automated changelog.
Could this be due to how the description/other content is formatted or entered in?

It was surprising to see that the GitHub release included two localization items that were not included in the generated changelog either as entries or as comments.

Expected Results

All pull requests that should be part of the weekly changelog are included.

Actual Results

2 translation/localization pull requests were missing from the auto-generated changelog, and needed to be manually found and added.
