[INFRA-2251] Get a gpg key to sign War file #1881

The current release process use the Maven GPG plugin to sign artifacts during core releases.

This means that we need a new GPG key for the job.

As long as it's easy to retrieve the public gpg key, we can probably just generate a new one and then store it on azure key vault

After several discussions, we concluded that we will generate a new key pair and then publish the public part
