sub-item of this meta-issue: "policy manager" for Malcolm and Hedgehog Linux (#477)

This issue deals with providing some sort of a UI for managing all of this policy stuff.

This is much lower priority than all other tasks and should use the APIs, etc. that will be implemented first.
