Windows has weak support by most tools (e.g. Chef, Puppet), and Chocolatey is the best I've found for supporting that environment.

I think this is a good idea. I think this is solved though by #451. With WinRM you could easily use Chocolatey to install packages via a script. If you install Cygwin on the box, you can already use the shell provisioner to do this.
