Requirements Depends on tensorflow - does not work with tf-nightly

Hi,

I have tf-nightly installed in one environment, but the requirements file doesn't include the option for tf-nightly, and instead depends on tensorflow. So when I try to install it, it tries to download and install tensorflow again.

I assume this would be as simple as tensorflow | tf-nightly in the requirements file(?)
