Tax depending on product values not available

I'm trying to use Tax depending on product values not available setting, but it is unavailable under configuration picklist.

No dynamic shipping tax caluclation Use the highest product tax

Hi @domfitty yeah: I removed it once as I'm pretty sure it's not correct how it works. But I had a VITAL discussion about that with @Schrank a few days ago. So … we'll put it back in and every merchant can decide on its own if this kind of calculation is correct or not :D

I'm not the one that should decide that on my own.
