Standards for Notary Participation in the E-Fil+ WG

I'd like to open a discussion regarding the creation of standards for notaries to join the E-Fil+ working group

E-Fil+ is a growing pathway to DataCap, and we want to ensure active, engaged and trustworthy notaries are participating in this important WG.

Potential standard checks toward entry:

• Active participation as a Notary (potential to utilize leaderboard scoring)
• Completion of Github user KYC check (coming in May 2023)
• No previous abuse or negative reputation allegations
