[Dev] Adds prettier defaults for VS Code #3612

Summary

This will set the project settings for prettier to be the same as Jest's - continuing #3592

Test plan

I don't like that they are encoded there, but oh well. I don't think they'll change much.

Aye, I think eventually there'll be a prettier config file where all this can live per-project
