Title: Support fail_traffic_on_panic for locality_weighted_lb_config

Description:
For now fail_traffic_on_panic is only supported for zone_aware_lb_config but not supported for locality_weighted_lb_config. Are there any reasons for this restriction? If there are none, is it possible to support fail_traffic_on_panic for locality_weighted_lb_config?

This question has already been raised in the issue, but it seems there was no answer and the issue is closed.
