[Drilldown] Fixed time range for Dashboard and other drilldowns

Describe the feature:

Allow to specify a destination time-range when creating a drilldown.

This is already applicable for Dashboard drilldown and would be relevant for other drilldown into kibana apps with time range. e.g. Discover drilldown
