Steps to reproduce (assumes ChromeVox or similar)

  1. Open Kibana in a new tab
  2. Tab to Monitoring
  3. Tab to the "Overview" section
  4. Tab to an info button as shown above, and press space bar or enter

Actual Result
5. Tooltip is shown visually but not read

Expected Result
5. Tooltip should be shown visually and also read
