[FieldFormatters] Context-aware field formatters

Describe the feature:

Field formatters are not context-aware. There are multiple existing cases where we need to change formatting depending on the context. For example, formatting labels on the axis of time-series charts.

In the scope of this need to propose/implement a way for formatters to support context in general. Then date and bytes formatters are the first candidates to support context to be "domain" aware.

Describe a specific use case for the feature:

• Improve date formatting by using a context-aware formatter like D3
• [Lens] Bytes formatting needs to be consistent across the Y-axis values
• Better Y-axis ticks for byte formatted fields
• Missing ticks for certain combinations of time range + interval

We are closing this issue in order to provide better transparency of priorities. This issue won't be prioritized in the near future. We track it in #163011 for long term planning.
