The frontend UI has the buttons for it currently, but needs to be implemented in the backend.

Setting the file priority, and saving that to the database
Reconfiguring the engine to use the bytescompleted and bytesmissing from storage since canceling a file will change the bytesmissing and completed.
On torrent load resetting all the file priorities from storage.
