Create a common action for scanning

Create a task to publish the scan results in the UDS Common repository.

The task should use the Docker container, allowing options to mount the local Zarf package and output the results in CSV or JSON format. The scanning process should not require credentials, as it must be performed offline.

2. Sign the scan results with cosign with keyless option
