[cms] Cannot review latest billing for owned proposal

It is impossible to review most recent billing for my proposals in the Proposals Owned view.

Specifically, it shows line items from paid invoices, but does not show unpaid ones.

Reviewing proposal's expenses before they are paid is the most useful case for this page. Without this, it is hard or impossible to know that proposal's billing is in order.

The current workaround is to open Domain Invoices and check all unpaid invoices for usages of my proposal. But it has limitations:

• it does not show invoices from users in other domains that could have used my proposal (may be fixed by [cms] Filter invoices by line item domain #1351)
• it does not reveal USD figures, only hours, while meeting proposal's USD limits is most important

I see August line items for my owned proposal but not September.

September numbers showed up when September invoices changed status to Paid. If that is correct, it is impossible to review unpaid invoices, which is the most important use case.

Is this issue still accurate? Is there still something wrong with what line items are shown to proposal owners?

@alexlyp yes last time I checked yesterday it was reproducible. The issue is that I could not see November line items against my proposal.

Just checked it and yes, I do not see November line items in Proposals Owned. Latest are October. Based on past behavior I guess the missing November items will show up when their will transition to Paid status.

I know that some items are missing because I can open those invoices from the Domain Invoices page and see November billing against that proposal.
