🚀 Feature Request: implement Vite plugin for Wrangler's module collection/bundling behaviour

With our work to implement a Vitest pool for Workers (#4795), and community work to implement Vite workers runtimes (https://github.com/sapphi-red/vite-envs/tree/use-vite-runtime/packages/cloudflare-pages), it's becoming clear that Vite is going to be an important foundation for Workers dev tooling moving forwards. To support this, we should implement a Vite plugin that mimics Wrangler's module collection and other bundling behaviour.
