[Enhancement] Packer template for Windows

Now that Vagrant 1.6 (1.6.1 at this time) is out, with first-class WinRM support, it should be possible to use Packer to create windows images (or at least darn close).

In addition, vagrant-omnibus works with 1.6.1, so a provisionerless windows box is possible/acceptable. Cool!

@docwhat It's actually not possible right now because there is no WinRM support in Go and up until now I've been resistant to cramming an sshd onto the boxes just to do this.

@juliandunn I agree that cramming sshd onto a box is horrible... I didn't realize Packer was written in Go and that Go didn't have WinRM support.

It looks like they're working on it hashicorp/packer/issues/451

@docwhat That's right, they are, and at that point we'll be able to support Windows templates in Bento. For now I'm going to close this.
