Can add teams automatically when doing cxaccess updateTeams?

A demo for updateTeams.yaml here:

Galaxy Wars:
- xmen: CN=xmen,CN=Users,DC=cx,DC=AU
- Star Wars: CN=Star Wars,CN=Users,DC=cx,DC=AU
mutants:
- xmen: CN=xmen,CN=Users,DC=cx,DC=AU
Bad Men:
- Star Wars: CN=Star Wars,CN=Users,DC=cx,DC=AU

If the Bad Men team does not exist, cxaccess updateTeams will raise 400 error.
