Update github organization labels

Description

We have many repositories withing github and the current labels are a bit disorganized and non-uniform.

This issue is to manage and beautify the labels used across repositories within AWF github organization.

I've created a sheets document for us to manage the labels and their colors.

Purpose

To make it easier for developers, maintainers and users to discern between labels and assign them.

Possible approaches

Normally I wouldn't create an issue for this kind of organizational issue.

But since many labels are used by CI-bots, I will use this issue to refer to PRs created to edit the bots.

I think it worked quite well for the Universe repository :)

With all 4 main repos configured, I am closing this issue.

But we can still reference this issue as we keep organizing the labels.
