We're ready to submit this working group proposal for TSC vote

Before submitting this proposal we:

had 3 public calls to openly discuss the idea
we took forward discussion about marketing plans (that were part of budget planning) and hired marketing specialist (@iambami) after interview that was supported by people that want to support this working group
people in this WG are from various groups, some bring experience of contributor and maintainer, some experience of marketing experts working for sponsors
