Summary

Update the haproxy image in the HA manifests.

Motivation

There's a critical vulnerability in the version of pcre2 on the haproxy image.

Proposal

Check if the vulnerable version is on the latest version of the haproxy image. If so, figure out how to upgrade pcre2 on that image (either by contributing upstream or a temporary hack).
