[Bug]: SpannerIO withQuery overrides withTable

What happened?

if both withQuery and withTable are specfied on SpannerIO.Read, then the withQuery will override the withTable no matter in which order they are specified in the constructor.

Ensure that these 2 parameters are exclusive.
