When trying to write a call for testing that included block theme previewing, I noticed that even when I turn on the experiment, I'm not able to initiate the experience with GB 15.8 when going through the "Add New" flow. I can only use it after I install a theme:

I did not realise this was already reported here when I added it to the call for testing post 😄
Even after installation, I had to switch to the "other" theme screen.
Thank you.

I think this is a different feature. The preview feature I have been working on enables users to preview an installed theme with their own content. This would allow users to preview themes before they are installed, with demo content, which is a different thing.

Once a theme is selected on the add new screen, you can install it without leaving that screen:
So you have an installed theme but no Live Preview.

Aha yes I see what you mean. It would be good to add it there once the feature lands in core I think.
