Gallery block refactor: transforming to columns produces unexpected result

When you transform the Gallery to a Columns block it just wraps the entire Gallery in columns. It would perhaps make more sense to move the images from the gallery parent block to the columns block.

It is also not possible to undo this transform in one step.

This is existing behaviour with the current gallery, so since it isn't a regression will review after the first release of the refactored gallery

I can still replicate this with:

WordPress 6.0.1
Gutenberg 13.8.1 active or inactive
No other plugins active
Twenty Twenty-Two 1.2

@glendaviesnz Is changing this behaviour still on the radar, or should this be closed as a "maybe later"? Thanks!

Thanks for checking @kathrynwp. Yes it would be good to change this, there is a Gallery project board here - https://github.com/WordPress/gutenberg/projects/56 with the things that we are wanting to work on so they don't get lost. 🤞we will slowly pick these off over time. If you had any thoughts on what might be the bigger priorities feel free to pull them to the top of the backlog column.
