PandaWire supports Spigot and not PaperSpigot and its different forks as said here: https://www.spigotmc.org/resources/pandawire-1-8-8-1-15-2.41991/

It seems that the patch of PandaWire doesn't work at all, because it is broken in NachoSpigot too. Moreover, the PandaWire 1.8.8 itself doesn't work in Java version over Java 11.
