Is it possible to carry out boolean checks before applying a plugin?

there are no checks to carry out before taking actions. For example, I tried the Add track audio plugin but you can't specify anything to carry out checks before "adding an audio track". in particular, with this plugin I can only add one language. But what if I want to add codecs? I would say: "Check the movie. Is it 4k? Well, now check the audio codecs of each audio track. Does it have at least one codec (possibly in my language) ac3? Well, exit. No? Convert this audio track with this language to a other format (AAC) and add it to the movie". I couldn't do all this. I hope I have explained myself
