Dead links in Stellarium user guide

I came across a few dead links in User Gude version 0.20.4:

Yes Those are http/https issues; :-) After #1692 I decided to run over all the links and check them; there are several 40x, some (permanent) redirects etc. Some of these originate in files that are not fully under Stellarium control

e.g. the USNO is a know issue - they are rebuilding their website

I'm happy to go through them in detail to see which can be fixed.

I had the impression last year that USNO links were banned for non-US access. I still cannot connect. Not sure how that evolves.

I can confirm that they are working on their website. Maybe external access might be denied, but I doubt it. (It should have been back up and running in April.)
