FYI, you can enclose PR template body into <!-- -->, so the text would be still visible when creating and editing PR description, but would not clutter rendered result.

Example https://github.com/slackhq/slack-gradle-plugin/blob/main/.github/PULL_REQUEST_TEMPLATE.md?plain=1
