The as_each_server method does some nasty hacking to impersonate other servers. Ideally the orchestrator should only work with its own server, but that was added to deal with zones in podified.

Added in #19734 to solve ManageIQ/manageiq-pods#353, and I have a old PoC of removing it in #21535
