[UX] Expression editing controls are difficult to use

Issue Description

The interactions with the addition of conditions and expressions was very confusing. It is not clear that a user has to click either Define Scope or Define Expression. Additionally, it was very unclear that the user has to add an element and then click into it in order to enable the “and”, “or” and “not” buttons.
