Issue Description

It's unclear at what level you can make changes to the policy. The configuration button seems to activate and deactivate, meaning an action is available, at random.

Recommendation

Provide users with a way to edit and create policies that is accessible from a wholistic view. Don't require users to go into separate sub areas to edit specific conditions or events.
