Add documentation for deploying to Azure

Being in the Microsoft ecosystem, there are a few easy options to deploy the app via Azure. Documentation should be added to the "Deploying" section in the README detailing the options for deploying as an Azure App Service (i.e. from Visual Studio, from VS Code, from Azure). There should also be a section on adding Redis and hooking that up.

This documentation should not cover deploying to a Kubernetes cluster within Azure, as that should be covered by other documentation about deploying with Docker.
