Admitted Patients listing shows patients who do not have an active admission visit

Expected behavior:

Admitted patients listing only shows patients with and active visit of type admissions.

Actual behavior:
Patients without an active admission visit, or even patients without any previous admissions visit are being returned in the list.

Steps to reproduce:

1. create a visit of type admission to admit a patient
2. Verify that the patient shows on the admitted patient list.
3. Delete that visit. Verify visit no longer shows for the patient.
4. Verify the patient is still showing on the admitted list
