Change the way to check if Steam is completely restarted. This should fixes #31.
The old way only works if your Steam interface language is English. If you're using another language, it will stuck due to the keywords are not matched, like said in #31 (comment) .
As I said in previous PR, I don't use C# so maybe the change needs a review. Also the previous PRs are for different purposes, so all of them can be merged if they have no problem.
