Scoped Custom Element Registry is now behind an experimental feature flag within Chrome.

Additionally, the spec has moved another step forward towards its final form with W3C's TPAC 2023 annual event having occurred in September.

Can we add this feature to caniuse at this point?

@danwulff is there a path to grokking the name of the feature flag from these links? Sorry if I'm looking right at it and not seeing it!
