to build, you would need the SDK, to run you would need .NET Desktop Runtime
If you're building, you probably already have it installed as part of the prereqs for the build.
Currently, there doesn't appear to be a prebuilt binary release so that's the only way to get it done
The Publish profile isn't in the repository, so I can't say for certain if it's targeting x86 or x64 specifically. My guess is that you want to download .NET Desktop Runtime 6.0.8 - x64
