Powered Diamond Anvil should not repair Tinkers' Tools

Bug Report

Breaking a Tinkers' Tool and then placing it in the Powered Diamond Anvil will increase the durability, but it will not remove the "broken" modifier, resulting in the tool still acting broken.

Expected Behaviour

Broken modifier to be removed on durability increase.

Steps to Reproduce (for bugs)

1. Break Tinkers' tool
2. Place tool in Powered Diamond Anvil
3. Watch as durability increases, but the "broken" modifier remains, even at full durability.

Tinker tools should not really be repaired in this way. I'm going to make a mental note to add them to the blacklist. As TiC repairing and data differ to standard tools.
