Feature release of Phoenix Framework compatible with the 2020 FRC Season Software.

Talon FX Firmware v20.4.0.1

Pre-Release firmware file for Talon FX / Falcon 500.
This firmware file will be packaged with the next release of Phoenix installer.

By pre-releasing the CRF, the update can be applied earlier (instead of waiting for a formal installer).

This release includes a hot-fix that addresses the following issue.

We've had one recent documented occurrence where if the Talon FX’s supply voltage drops to a narrow margin (4.6 - 4.8 V) and recovers, the Talon FX can be fooled into reporting a hardware fault (which causes a perpetual red/orange blink pattern).

This is not a typical voltage band to operate in. Talon FX has voltage monitoring features that prevent this in the majority of cases (even when using a depleted battery). However improper power wiring can cause this issue to occur (for example: Falcon red and black leads shorting to each other momentarily).
