build failed because of missing "docflex" zip

Hi.

I was trying acs-community-packaging and got the following error:

Description

build failed because of missing "docflex" zip

Steps to reproduce:

1. Change working directory using cd command

cd <path to parent>/acs-community-packaging

2. Build using mvn command

mvn clean install

Expected Behaviour

All builds success.

Observed Behaviour

Build fails with the following error.

Workaround

It can be avoided by commenting out "public-javadoc" in pom.xml.
