payment channel updates work with total amounts, so if Bob receives tx1 (needs cooperation of Carol) and tx2 (needs cooperation of Dave) from Alice then it might happen that Carol is unresponsive and thus blocks the payment that Bob receives for tx2 (Dave already responded).
