Hover on highlighted code should show a tool tip

Context: JabRef/jabref#12990

Im am randomly scrolling through the PR.

I stopped at "StringUtilTest". I hovered on the green things. I was expectding that "Added" is shown. Nothing happened.

I hovered in the IOException. Nothing happened. I clicked on it and the Exception is shown in orange:

Excpection:

1. Hover shown showing the refactoring
2. Orange highlight is immediatly done when hovering on somehting highlighted.

I had already started working on more meaningful tooltips, especially for moved code, overlaying some refactoring information.

We currently support Extract and Inline Method refactorings.
The tooltip gives more semantic information about the method the code was moved from/to.

Maybe, my Firefox is broken, but I don't get a hover on deleted code:

Deleted (red) and added (green) code do not need a tooltip.
The color itself is self-explanatory, i.e., the code is deleted or added.

Also the updated (pink) code does not need a tooltip.
The color itself is self-explanatory, i.e., the code is updated/changed.

Moved code (brown-gray) is the one that needs an explanation, if it is involved in some refactoring.

The cases you are listing are not involved in some refactoring.

We can further support Extract Variable and Inline Variable refactorings

My thinking is ISO 9241-110: "Conformity with user expectations". If there is a tooltip on something highlighted, there should always be a tool tip.

OK, I think, my role is somehow a naive user using the tool now and then - but mainly, I use other tools. Maybe, users like me are not the main focus.

I didn't mean to imply you are a naive user. You are actually our top user and you give so much valuable feedback.

I will try to add tooltips on everything.
